Feasibility study concerning the setup and operation of OER- infrastructures in education
On behalf of the Federal Ministry of Education and Research (BMBF), a study was conducted to identify the need, acceptance, technical and organisational requirements for a centralised infrastructure respectively a linking service for decentralised offerings in the area of Open Educational Resources. Moreover, this study targeting all areas of education was commissioned to specify necessary system components (repository, referatory).
The study design was based on a triangular mix of methods involving quantitative and qualitative procedures, e.g. guided interviews, and expert workshops. A dialogue was sought engaging experts from educational practice, educational administration and science, actors from the OER movement and media providers as well as providers of relevant Internet portals.
